  • During the 2025 regular legislative session, Texas enacted the Residential Solar Retailer Regulatory Act (RSRRA), found in Occupations Code, Chapter 1806.  Under the RSRRA, Texas Department of Licensing and Regulation (TDLR) has authority to regulate certain aspects of the sale and lease of residential solar energy systems, including most solar panels and solar shingles.

  • Anyone who performs or offers to perform the installation of solar panels (also called photovoltaics) or perform maintenance on solar panel systems or photovoltaics in Texas must be a Texas Electrical Contractor licensed by the Texas Department of Licensing and Regulation (TDLR) and using Texaslicensed electricians.

  • TDLR regulates the sale or lease of solar energy systems intended or designed primarily for family, personal, or household use to collect and use solar energy to generate electricity, as well as their installation by electrical contractors.

    Do not hire an unlicensed solar installer or unlicensed electrician to install your panels—your safety depends on it!
