TSSA UPDATE: Mark Stover Appointed to TDLR Residential Solar Retailers Workgroup
TSSA Executive Director Mark Stover has been selected to serve on the Residential Solar Retailers Stakeholder Workgroup convened by the Texas Department of Licensing and Regulation (TDLR). The workgroup will advise TDLR’s general counsel and staff on developing administrative rules for Texas’s new residential solar retailer program, established under SB 1036 (89th Legislature) a key priority of TSSA.
This group plays a key role in shaping program implementation — from rule language to consumer information requirements — ensuring industry perspectives are represented throughout the rulemaking process. Meetings will run through spring 2026, with final rules expected by June 1, 2026. Mark’s participation ensures the solar industry’s voice is reflected as Texas builds a fair, transparent, and effective regulatory framework for residential solar sales.

During the 2025 regular legislative session, Texas enacted the Residential Solar Retailer Regulatory Act (RSRRA), found in Occupations Code, Chapter 1806. Under the RSRRA, Texas Department of Licensing and Regulation (TDLR) has authority to regulate certain aspects of the sale and lease of residential solar energy systems, including most solar panels and solar shingles.

Anyone who performs or offers to perform the installation of solar panels (also called photovoltaics) or perform maintenance on solar panel systems or photovoltaics in Texas must be a Texas Electrical Contractor licensed by the Texas Department of Licensing and Regulation (TDLR) and using Texaslicensed electricians.

TDLR regulates the sale or lease of solar energy systems intended or designed primarily for family, personal, or household use to collect and use solar energy to generate electricity, as well as their installation by electrical contractors.
Do not hire an unlicensed solar installer or unlicensed electrician to install your panels—your safety depends on it!
